On Saturday, August 1, 2026, at 10:00 a.m. in Washington State, United States, the MINDD–COTG Advocacy International Webinar

"AI GOVERNANCE AND ORDINARY CITIZENS
Understanding Different Approaches to Artificial Intelligence"  by Scott Erik Stafne was successfully held on  MINDD's Zoom Conference Hall :

The Webinar was presented by Scott Erik Stafne, Advocate of The Church of the Gardens — COTG, from Arlington, Washington State, United States,
with the  technological infrastructure, organization and participation of Marcia Almeida, President of MINDD DEFEND YOUR RIGHTS, from Rio de Janeiro, Brazil, and the presentation and participation of Billie Powers, invited guest, from Toll and Roll, California, United States.

Participants also joined remotely from different locations in the United States and Brazil.

A Webinar Prepared and delivered in Record Time

Scott Erik Stafne had fewer than fifteen calendar days to prepare and present the Webinar, beginning on the date when he accepted Marcia Almeida’s invitation to jointly organize an international event concerning the use and risks of artificial intelligence in Law.

The initial objective was subsequently expanded by Scott, who proposed beginning with the fundamental questions concerning the impact of artificial intelligence on citizens and society.

The content was then further developed and expanded following new considerations presented by Marcia Almeida and, during the week of the event, because of the need to include the creation of WAICO — World Artificial Intelligence Cooperation Organization and the different international approaches to artificial intelligence governance.

Despite the extremely short preparation period and the breadth of the subject, Scott prepared and delivered a confident, firm, clear, and comprehensive presentation within the proposed objectives.

The Webinar was held:

on the scheduled date;

at the scheduled time;

within the planned duration;

with the complete presentation of the slides;

with the participation of the invited guests;

and with discussion among those present.

The overall evaluation of the event was very positive.

Everything Produced with the Assistance of Artificial Intelligence

The intellectual content, slide images, PowerPoint presentation, flyers, articles,  propaganda and all the ZOOM event’s technological infrastructure were developed with the assistance of artificial intelligence tools.

Scott Erik Stafne  developed and conducted the presentation from his desktop computer in Arlington, Washington State, using the PowerPoint prsentation within the Zoom environment.

Marcia Almeida produced additional opening and closing images, assembled the PowerPoint presentation, organized  and developed the flyers, the articles, in English and Portuguese, of the publicity campaign, and configured the Zoom environment using technological tools and ChatGPT resources through a Samsung Android mobile phone.

All preparations were completed in record time.

This makes the result even more significant, considering that it was the first time Scott and Marcia had jointly organized and conducted an international Webinar in this format.

Main Topics Addressed

Scott Erik Stafne discussed how ordinary citizens, end users, and people who do not control major technology corporations can understand, use, and critically evaluate artificial intelligence.

The principal topics included:

The Relationship Between Citizens and Artificial Intelligence

Scott argued that users should develop an investigative relationship with AI, using it as a tool for research, reflection, and debate without blindly trusting the answers it produces.

Users must preserve their own discernment, verify facts, check sources, and recognize that AI systems can generate inaccurate information.

Different International Governance Models

The presentation examined different approaches adopted or discussed by countries and international blocs, including:

the United States;

China;

Brazil;

the European Union;

and the creation of WAICO.

Scott explained that different models may emphasize different priorities, including individual rights, economic development, safety, innovation, state control, international cooperation, or technological dominance.

Rights, Responsibilities, and Transparency

The Webinar emphasized that strong rights for citizens must be accompanied by clear responsibilities for governments, corporations, developers, and operators of artificial intelligence systems.

It also emphasized the need for transparency, oversight, and mechanisms through which decisions can be challenged and harmful consequences corrected.

The Role of Ordinary Citizens

One of the Webinar’s central points was the need to prevent the development and governance of artificial intelligence from remaining exclusively concentrated in the hands of governments, corporations, technical experts, and major economic groups.

Ordinary citizens, end users, and affected communities must actively participate in defining the objectives, limitations, responsibilities, and conditions governing the use of these technologies.

Artificial Intelligence, Justice, and Human Rights

The Webinar also expressed concern about incorporating artificial intelligence into legal systems without adequate oversight.

The discussion addressed risks involving false information, nonexistent precedents, unverified responses, and systems capable of reinforcing errors, prejudices, unjust classifications, or institutional structures of power.

Human Discernment and Original Intelligence

The final message emphasized that original human intelligence — formed by experience, memory, history, conscience, values, and discernment — must not be replaced by automated systems.

Artificial intelligence must serve humanity, human dignity, fundamental rights, and the common good.

Participation and Discussion

During the final part of the Webinar, participants shared personal experiences and reflections concerning the use of artificial intelligence.

Billie Powers also presented her own concerns and observations, while the dialogue with Debb and the other participants expanded the practical and human dimensions of the event.

The discussion demonstrated that citizens already possess concrete experiences capable of contributing to the responsible development and governance of AI.

An Empirical Case of End-User Participation

The entire process of creating, organizing, presenting, recording, and editing the Webinar constitutes an empirical case concerning the role of end users in the development and use of artificial intelligence.

The experience demonstrates that ordinary citizens can:

learn to use new technologies;

produce knowledge;

identify limitations;

verify information;

develop educational materials;

participate in international debates;

and contribute to defining the ethical, legal, social, and technological requirements of artificial intelligence.

An Opportunity to Expand the International Debate

The relevance of the Webinar became even clearer on August 4, 2026, when Marcia Almeida received through Academia.edu an article concerning the trustworthiness and governance of agentic artificial intelligence.

The commentary by Anastasios Stavropoulos and the study by Jinhu Qi and his coauthors invite researchers, professionals, users, and members of society to contribute to discussions concerning:

safety;

robustness;

privacy;

system security;

accountability;

collective oversight;

emerging risks;

evaluation metrics;

empirical cases;

and society’s participation in artificial intelligence governance.

These questions converge directly with the content presented by Scott Erik Stafne during the Webinar and reinforce the importance of the participation of ordinary citizens and end users.

We also received some interesting emails in our Academia.edu messages regarding our collaboration entitled “From Planning a Seminar to Practicing Discernment: Human-AI Collaborations Preparing an International Conversation on AI Governance.”

Here is one of them, from Edervaldo J. S. Melo:

Dear Scott,

Congratulations on this publication. What I find especially valuable here is that the article does not merely discuss human–AI collaboration from an external perspective; it documents the process from within, preserving the hesitations, comparisons, revisions, and acts of discernment that normally disappear from completed academic texts.

In this sense, the work becomes more than a report on the preparation of a seminar. It also constitutes a case study of how human judgment, multiple AI systems, and international academic exchanges can interact without reducing the human participant to the condition of a passive user.

I feel honored that our article, “Who Observes Whom in the Human Zoo?”, became part of this broader conversation. I hope that this dialogue will continue to grow as an open interdisciplinary inquiry into AI governance, cognitive sovereignty, and the preservation of human discernment.

With appreciation,

THE PENAL CODE OF THE FUTURE LIFE — Allan Kardec — Lecture delivered by

Judge Haroldo Dutra Dias

GEMINI AI :

Based on Judge Haroldo Dutra Dias's lecture on the "Penal Code of the Future Life" from Allan Kardec's work (Heaven and Hell), I have prepared the complete and structured article for publication on your blog, containing the analysis, topic indexing, and cited literary references.

Divine Justice and the Penal Code of the Future Life: An Educational Perspective of Existence

We often experience, without realizing it under old dogmatic remnants, the idea that the universe is governed by a system of severe punishments and eternal castigations. However, when we analyze the Spiritist Doctrine—especially one of the most profound chapters of Heaven and Hell by Allan Kardec—we are invited to an inner revolution: to understand God's justice not as a tribunal of vengeance, but as a perfect system of learning, transformation, and evolution of the soul.

In an inspiring lecture, judge and speaker Haroldo Dutra Dias unveils the true meaning of the Penal Code of the Future Life, demonstrating that all pain has a strictly educational purpose and that no suffering is eternal.

📌 Topics Covered in the Lecture

The True Meaning of the Penal Code of the Future Life: Understanding future punishments and joys in light of spiritual progress.

Free Will and the Educational System: The journey of the spirit from innocence to moral autonomy and the natural consequences of its choices.

Inexperience versus Incongruence: The distinction between erring due to a lack of life experience and erring due to inner dissonance (when we know what is correct, but our way of being still tunes in with the mistake).

The Triad of Divine Justice: The three fundamental pillars for the rebalancing of the soul:

Repentance (Teshuvah): The conscious return to the correct path.

Reparation: The active commitment to do good to those we have harmed.

Expiation: The process of purifying remaining imperfections through life's educational filters.

Trials and Expiations: The difference between pedagogical training to gain experience (trial) and the purification of deeply rooted imperfections (expiation).

The Role of Relationships: How Divine Providence uses family and social bonds—often marked by past redemptions—as instruments of moral improvement.

The Ultimate Goal of Divine Law: The absolute inevitability of evolution, since God's supreme objective is to lead each spirit to full happiness.

🔍 Analytical Summary of the Presentation

1. Evil as a "Drop in the Bucket" for the Creator

Starting the reflection, the speaker recalls that spirits are created simple and ignorant, gradually conquering free will. When interacting with life, the spirit experiences the consequences of its decisions. Citing Emmanuel in question 132 of The Comforter, the speaker highlights that, for God, evil in its essence is transitory, a "drop in the bucket", because Divine Wisdom's main concern is not the punishment of error, but learning.

2. The Two Types of Error:

Inexperience and Incongruence
Human beings can produce evil from two distinct perspectives:

Due to inexperience:

Lack of life experience and moral training. The remedy for this evil is the accumulation of flight hours on the path of good, through trials.

Due to incongruence: Occurs when the individual already possesses intellectual enlightenment, knows what must be done, but their deep will still clings to error—generating an internal dissonance between the intellect and the way of being.

3. The Triad of the Law: Repentance, Reparation, and Expiation

Unlike human justice (which focuses on social control and punitive isolation), divine justice acts within the core of the way of being:

Repentance (Teshuvah): In its biblical root, Teshuvah literally means return. It is not limited to passive sorrow on a deathbed, but to the lucid decision to make a U-turn on the wrong road and proceed in the correct direction.

Reparation: Consists of doing good to those we have hurt. Those who do not repair their debts due to bad will or weakness meet the same companions of the journey in future existences to redeem bonds of affection and rebalance.

Expiation: These are physical and moral sufferings that function as "purifying filters". As long as there are traces of imperfection in the way of thinking, feeling, and acting, the soul remains subject to these instruments of purification until it reaches purity.

THE PENAL CODE OF THE FUTURE LIFE — Allan Kardec — Lecture delivered by  Judge Haroldo Dutra Dias

Abstract by the Author :

Do we live in a universe governed by punishments or by a perfect process of spiritual education?

In this lecture, Haroldo Dutra Dias presents a new perspective on one of the most profound chapters of Heaven and Hell, by Allan Kardec: the Penal Code of Future Life.

Instead of a vision based on divine punishments, we are invited to understand God's justice as a perfect system of learning, transformation, and evolution of the soul.

Throughout the presentation, Haroldo explains that suffering is not born from a punishment imposed by God, but from the spirit's own imperfections.

Every life experience has an educational purpose, leading us to moral improvement through repentance (return to the correct path), reparation of the evil done, and expiation, understood as the process of purifying the imperfections that still remain in our way of thinking, feeling, and acting.

The lecture differentiates errors committed due to a lack of experience from those born of inner incongruence—when we know what is right, but are not yet able to live that knowledge.

From this distinction, Haroldo demonstrates why some trials seem to repeat throughout reincarnations and how Divine Providence uses each relationship, each difficulty, and each challenge as instruments of spiritual growth.

With humorous examples, references to the Spiritist Codification, the teachings of Emmanuel, Chico Xavier, and Bert Hellinger, the lecture reveals that all pain has an educational purpose and that no suffering is eternal.

The objective of Divine Law is never to condemn, but to lead each spirit to full happiness.

If this reflection touched your heart, share this video and help more people understand the beauty of Divine Justice according to Spiritism.

Summary by YouTube AI

In this lecture, Haroldo Dutra Dias proposes a deep reflection on the Penal Code of Future Life, a chapter of the work Heaven and Hell by Allan Kardec, from the perspective of the divine educational system and not a system of eternal punishments.

Key Points of the Presentation:

Error and Learning: Suffering is not a punishment imposed by God, but the natural consequence of the spirit's imperfections.

Error can occur due to inexperience (lack of training) or incongruence (when there is an internal conflict between what one knows and what one desires) (3:28 - 9:53).

Why is suffering called temporary?

The speaker states that all suffering is temporary because it is the direct consequence of our imperfections (14:43 - 15:03).

Since the goal of Divine Justice is not eternal punishment, but learning and purification, suffering remains only as long as there are vestiges of imperfection that need to be purified (34:44 - 35:12, 40:00 - 40:47).

As soon as the lesson is learned or the flaw is repaired, the reason for expiation ceases to exist and suffering ceases (43:00 - 43:19).

The Triad of Evolution: For each fault, divine justice offers a mechanism for rebalancing:

1. Repentance (Teshuvah): The return to the correct path (22:46 - 24:42).

2. Reparation: The commitment to do good to those whom we have caused harm (28:49 - 34:42).

3. Expiation: The process of purifying imperfections, which uses relationships and challenges as educational "filters" (39:36 - 44:02).

The Nature of Divine Justice:

Divine Providence does not seek to isolate or punish, but to refine souls until they become pure spirits. Trials and expiations are, therefore, instruments of moral improvement (47:08 - 55:24).

The speaker concludes by emphasizing that the ultimate goal of creation is full happiness: "God condemns each of us to be a pure spirit."

What is the difference between expiação (expiation) and prova (trial)?

According to Haroldo Dutra Dias's lecture, the distinction between trial and expiation is related to the educational purpose of suffering and the spirit's stage of learning (47:08 - 48:07):

Trial:

Its main objective is the training and development of the spirit. It serves to confer experience to those who commit errors due to inexperience (lack of training or life experience). It is like a pedagogical exercise to strengthen the soul.

Expiation:

Its focus is purification. It acts on the imperfections that still remain in the spirit, functioning as a "purifying filter" (44:50 - 46:25). Expiatory suffering exists as long as there are traces of imperfection that need to be refined for the spirit to reach plenitude (40:00 - 43:19).

In short, trial prepares you for the future (gaining experience), while expiation helps clear the past (refining imperfections).

What causes error due to incongruence?

According to Haroldo Dutra Dias, error due to incongruence does not stem from a lack of knowledge or enlightenment, but from an internal dissonance within the spirit (7:37 - 9:07).

The main causes of this error include:

Conflict between wanting and not wanting:

The individual possesses knowledge about what is correct, but their deep desire or yearning is still aligned with the error (7:49 - 8:34).

Identification with the way of being:

The error becomes part of the person's identity; they think, feel, and act in a mistaken way because they identify with this pattern, even knowing what should be done (9:11 - 9:53).

Difficulty of transformation:

It is not enough just to enlighten the intellect, since the person is already enlightened. The central challenge is to convert this dissonance into consonance, changing the way of being entirely (9:56 - 10:42).

What does Teshuvá mean in spiritism?

In the context of Haroldo Dutra Dias's lecture, the Hebrew term Teshuvá is presented as the true biblical meaning of repentance (22:46 - 23:47).

Unlike a passive view of merely feeling sorrow for a mistake, Teshuvá literally means return:

Return to the correct path: It is the conscious decision to change route. If you are on a wrong road, true repentance is not just lamenting the journey, but making the return (Teshuvá) to move forward in the right direction (23:00 - 24:00).

Inner change:

It involves a real change in the way of thinking, feeling, and acting. It is the moment when the spirit recognizes that its previous choices led it to a path of misfortune and decides, on its own, to alter its conduct (24:00 - 24:42).

Therefore, in Spiritism, Teshuvá is not magical forgiveness received externally, but an active process of moral renewal where the individual assumes responsibility for their evolution.
